Four days after the devastating flash floods in Texas Hill Country, local officials and law enforcement in Kerr County couldn’t provide basic details of the emergency response.

The storms that battered the Hill Country for the last four days began to lighten up, although isolated pockets of heavy rain were still possible.

Texas county commissioners previously suggested "river calling," an informal phone chain used by summer camps, would be better than installing new flood sirens.
