U.S. Secretary of State Marco Rubio told NATO allies on Thursday that Washington remained committed to the alliance but expected them to spend far more on defence and would give them some time to do so.

Yet, in just under two months, NATO has been shaken to its core, challenged increasingly by Russia and the biggest land war in Europe since 1945 from the outside, and by the Trump administration from within, breaking with decades of relatively predictable U.S. leadership.

Worried about Russian aggression, some members on NATO’s eastern flank have ramped up spending well above the 2% mark. Poland already is at 5% of GDP, for example. Italy, Portugal and Spain, on the other hand, are yet to hit even the 2% level.
