I can not say what the exact regulations are, but I can say after two weeks at the Oregon coast, we saw numerous dogs at the beach running to the water, chasing sticks, playing with their owners and none were on a leash. There were others who had their dogs on a leash and carried poop bags in one hand. Since many of these state locations are pull over parking areas for beach access, there are no park rangers in charge or on duty.
